Essentially, the program aims to train participants in constitutional matters and propose issues of the world of work in terms of the principles of the new Magna Carta, such as Labour Law and Protection, Collective Bargaining, Right to Strike, Labour Inspection, Trade Union Freedom, among others, based on the experience of trade union organizations globally, regionally and locally.

The opening ceremony was also attended by Bárbara Figueroa, Secretary for Economic Policy and Sustainable Development of the TUCA, and José Luis Ugarte, from the University of Oviedo, who highlighted the attendance of highly prestigious international organizations. They also stated that this program is "the opportunity for Chilean unions to join the national constitutional debate with their own proposals", and that they will be "strongly supported technically and academically to play a leading role in this process, and thus fully participate in the dialogue with the Constitutional Convention, Parliament and Citizens”.
