{"id":7905,"date":"2022-08-17T09:41:45","date_gmt":"2022-08-17T07:41:45","guid":{"rendered":"https:\/\/uniglobalunion.org\/?post_type=news&#038;p=7905"},"modified":"2022-08-17T11:37:41","modified_gmt":"2022-08-17T09:37:41","slug":"khmu-scores-groundbreaking-agreement-for-korean-healthcare-workers","status":"publish","type":"news","link":"https:\/\/uniglobalunion.org\/news\/khmu-scores-groundbreaking-agreement-for-korean-healthcare-workers\/","title":{"rendered":"KHMU SCORES GROUNDBREAKING SECTOR-LEVEL AGREEMENT FOR KOREAN HEALTHCARE WORKERS"},"content":{"rendered":"<p>UNI Global Union affiliate the Korean Health and Medical Workers Union (KHMU) recently scored a massive win that would uplift conditions for more than <a href=\"https:\/\/uniglobalunion.org\/news\/khmu1million\/\">one million health workers<\/a> in South Korea.<\/p>\r\n<p>Sister Na Sun-Ja, KHMU President, said, \u201cI am pleased that we have come to a joint agreement. We look forward to carrying out joint activities as a national movement, in cooperation with the government and all relevant institutions and civil society organizations to improve the culture of the medical establishments and the quality of medical services.\u201d<\/p>\r\n<p>The KHMU delegation reached the ground-breaking sectoral agreement on 3 August, after a marathon 10-hour session in the seventh round of negotiations, with their counterparts representing nearly 80 medical institutions from across the country. The agreement would address and improve several key issues that have troubled the sector for years. These include:<\/p>\r\n<ul>\r\n\t<li><strong>Addressing compliance issues<\/strong> with government guidelines by eliminating <a href=\"https:\/\/uniglobalunion.org\/news\/khmu-campaigns-to-reject-the-illegal-physician-assistant-system-in-korean-hospitals-on-international-nurses-day-2021\/\">the illegal practice of using physician assistants <\/a>to perform procedures only licensed doctors should perform and vet a more precise definition of the scope of work of medical personnel.<\/li>\r\n\t<li><strong>Guaranteeing paid leave<\/strong> for recovery sleep due to accumulation of night shifts, medical examination time, and blood donation.<\/li>\r\n\t<li><strong>Eliminating violence and harassment in the workplace<\/strong> by ensuring perpetrators are subject to disciplinary action regardless of position or rank.<\/li>\r\n<\/ul>\r\n<p>The agreement also improves the employment conditions and workplace safety by:<\/p>\r\n<ul>\r\n\t<li>Converting <em>irregular contracts to permanent status<\/em> with no interruption to employment. It also extends the coverage of collective agreements to such workers<\/li>\r\n\t<li>Ensuring minimum staffing of two workers when performing hazardous tasks;<\/li>\r\n\t<li>Introducing a living wage system<\/li>\r\n\t<li>Respecting and cooperating to support the implementation of the <a href=\"https:\/\/uniglobalunion.org\/news\/korean-health-workers-union-wins-eleventh-hour-agreement-halts-general-strike\/\">September 2nd Agreement reached with the Government in 2021<\/a><\/li>\r\n<\/ul>\r\n<p>The most significant outcome of the agreement was the consensus recognising that <strong>just compensation<\/strong> should be made for health care workers who have sacrificed and committed themselves on the front lines of COVID-19. However, given the different characteristics among the medical institutions, KHMU agreed that wage increases could be negotiated at the local level and not set at the central bargaining level.\u00a0<\/p>\r\n<p>\u201cThe KHMU has won an agreement that will not only change the lives of care workers but the South Korean care sector as a whole,\u201d said <strong>Rajendra Acharya, Regional Secretary of UNI Asia &amp; Pacific<\/strong>. \u201cWe stood with these care workers through the pandemic and through negotiations, and we will continue to stand with them as they keep pushing for progress.\u201d<\/p>","protected":false},"excerpt":{"rendered":"<p>UNI Global Union affiliate the Korean Health and Medical Workers Union (KHMU) recently scored a massive win that would uplift conditions for more than one million health workers in South Korea.
